Bali Benoa Marina Construction Begins

Marina Development Indonesia (MDI), in partnership with Pelabuhan Indonesia (Pelindo), have begun construction of the Bali Benoa Marina.

The development is Indonesia’s first full-service international yacht marina. It is a major step toward luxury tourism growth in the region.

Strategically located on key Southeast Asia cruising routes, Bali Benoa Marina is set to become a regional superyacht hub.

Recognised by the Ministry of Tourism as a strategic project, the marina supports a shift from mass to high-value travel.  It forms part of the Bali Maritime Tourism Hub master plan. And aims to attract global yacht tourism.

New opportunities

Minister of Tourism Widiyanti Putri Wardhana described the development as a “pivotal moment” in Indonesia’s sustainable tourism journey.  He emphasised the project’s role in marine tourism and its alignment with Indonesia’s maritime heritage and economic goals.  The marina will create new opportunities for coastal communities and boost Indonesia’s global profile among yachting travellers.  More than 3,000 direct and indirect jobs will be created in marina operations, tourism, and technical services.

During the groundbreaking event, MDI revealed plans for a 3.3-hectare waterfront development surrounding the marina.  The master plan includes a hospitality zone with conference spaces and a curated retail promenade.

There will also be a lifestyle and events hub offering food outlets, cultural activities, and marine-themed experiences.

Four phases

Bali Benoa Marina will be developed in four phases from late 2025 through 2027.

  • Phase 1 (Q4 2025): Dock B with 40 berths, operational utilities, and a welcome station will be completed.
  • Phase 2 (Q2 2026): Full technical rollout including repairs, fuel systems, and docking services will begin.
  • Phase 3 (Q3 2026): Berths will expand to 180, supporting yachts up to 90 metres with full clearance services.
  • Phase 4 (Q4 2027): Completion of business and retail spaces, yacht sales offices, and conference venues will follow.

The marina will feature high-performance floating concrete pontoons from SF Marina Sweden.  SF Marina Indonesia will handle local production and installation, under supervision from Swedish project managers.  This ensures global quality standards while developing local expertise through structured technology transfer.

Plus Marine (Italy) will provide smart dockside pedestals offering remote-controlled power and water access at every berth.

Discover Luxury Indonesia (DLI) will manage clearance, provisioning, and crew logistics across Bali and beyond.  DLI will also curate luxury cruising routes across the Indonesian archipelago for visiting superyachts.

MDI will launch a Marine Skills Development Program with local institutions to train future maritime professionals.  The privately funded project supports Indonesia’s strategy to diversify tourism and strengthen coastal economies.
